I would absolutely! But you gotta be careful not to cover the nose, horses can’t breathe through their mouth(this may not apply to the talking ones)! Also sometimes horses nuzzle up to their riders, most riders find this very cute but is actually an aggressive gesture of dominance and riders should not let it continue(again may not apply to the talking ones). Horses to groom each other tho, that is a sign of affection
